Description (partial) 

Symptom:
Performing bulk Resend operation from within the Sponsor Portal Manage Accounts page.
If accounts don't have email addresses or phone #'s, the notification to those accounts will fail but the sponsor user will not know which ones failed.

Conditions:
Limited to SMS/Email notifications where accounts don't have a phone # or email address.
