Symptom:
Steps to reproduce : 

•	Disable the CDS and HDS 
•	Enable the CDS and HDS 
•	Create Skill in Primary Node and check  whether same is reflected in Secondary Node

Expected result: 
The created Skillset should be Synched-up with Secondary node

Actual Result: 
The  Skilset l is not synched up with Secondary node

Conditions:
Disable the CDS and HDS 
•	Enable the CDS and HDS 
•	Create Skill in Primary Node and check  whether same is reflected in Secondary Node
