Description (partial)

Symptom:
On Internet Explorer browser ( version 8,9,10,11) ,  UCS Manager launch login screen does not prompt the dialog screen.  This issue is intermittent.  It may take few attempts to finally have a successful login into UCS Manager.

Conditions:
This happens during cross launch of UCS Manager from UCS Central with Internet Explorer Browser.
