Description (partial)

Symptom:

Port-range filtering is incorrect when port-range is used in ACL.
When using port range "great than x" or "less than y", the filtering
behaves like "great than or equal to x" or "less than or equal to y",
respectively.

Conditions:

All the following conditions must be met (AND relationship):

1. The ACL must be applied with non-zero compression level
2. The ACL contains one or more ACE that uses port ranges
3. There are a few types of the port ranges. The affected types are
   two: "great than" range specifier (embodied by the command "gt [num]", 
   and "less than" range specifier (embodied by the command "lt [num]"
