Description (partial)

Symptom:
When upgrading to TMSPE 1.2, the installer creates or needs credentials to create two new SQL databases. However, it does not check on permission/credentials before upgrading the existing TMSPE DB. The result, if the new DB creation fails for any reason, the customer is left with a failed install and the need to restore from a backup of the old database (if one exists).

Conditions:
Upgrade from existing version of TMSPE to TMSPE1.2
