Cisco Bug: CSCup13112 - Dialer Stuck Port handling sometimes causes Dialer exit

Symptom: Windows Application Event viewer shows BADialer exit with an C0000374 exception Dialer logs include the key word "stuck" a couple of seconds before the exit. Customers who were already contacted and on a call during the crash may be called back within an hour or two. Conditions: SIP or SCCP Dialer Normal operation, where a port is unexpectedly in the same state for two hours. Symptom has only been observed on preview campaigns, and only if customer port had started dialing.
