Description (partial)

Symptom:
Rules defined in the compute policy (ex.'minimum conditions'- select 'Active VM's in the host node' < 2).
When the container deployment is going on , when the vm's are getting deployed , basically the rules should get applied for the workload VM's where as we see the rules are getting applied only for VSG and CSR vm.

First vm- CSR gets deployed,the second VM i.e workload vm also gets deployed because it is not checking the rules defined in the compute policy, ideally workload vm deployment should fail saying rule or condition failed because of minimum condition we specified in the compute policy.

Conditions:
This problem occurs when we fine tune 'minimum conditions' in the compute policy.
