Symptom:
DPE SNMP Trap queue full causes CWMP threads to block

Conditions:
Under 50K ideal load the CWMP clients experience DPE timeouts after several hours.  The DPE thread dump shows the CWMP threads are blocked on the SNMP Trap queue.  Disabling SNMP Traps prevents the CWMP threads from being blocked.
