Description (partial)

The customer topology is that they have daisy chained ME3400E boxes with PPPoE IA configured and trust enabled on all inter connecting links. 

The packet is dropped since the interface level PPPoE IA is not enabled

The PPPoE is enabled globally so the PPPoE packets are punted to the CPU , but the interface is not configured with the PPPoE, only IA trust is enabled.
As per the current behavior the ME3400 box will not consider the packet if the PPPoE is not enabled in the interface level though it the interface is trusted, hence dropping the packet. This causes the PPPoE session not being established.
