Description (partial)

Symptom:
In rare cases, when a vPC-enabled node is reloaded with VxLAN configuration present on it, the VxLAN multicast 'Encap' S, G route gets programmed with the VxLAN source interface primary IP as the source instead of the VxLAN source interface secondary IP.

Conditions:
This is a timing issue and can happen after vPC node reload.
