Cisco Bug: CSCup08338 - ESAM: SCTE-35 occasionally dropped when near beginning of wrapped TS

Symptom: CAP publisher output may not include ESAM conditioning for an ad break, or it may omit an SCTE-35 marker from the Transport Stream output. A log message similar to the following will appear: 2014-05-29 16:18:36.293: INFO, encapsulator:Channel: Splice Template 2[Splice Template 2:97be36eb-f8ad-4552-8224-4f80cafcce0a]:bitrate 750000 dropping scte 35 marker following discontinuity File: src/CInletF1InputThread.cpp, Function: UdpThread, Line: 2152 Conditions: This problem may occur if an SCTE-35 marker arrives shortly after a stream has experienced a discontinuity (e.g. backward jump in PTS). The period of time for which the CAP is susceptible to dropping a marker is dependent on how closely the input streams of the channel are synchronized (in wall clock time). This is typically just a few seconds but could reach 10 seconds or more, if the channel's input streams are out of synchronization by this amount.
