Description (partial)

Symptom:
Npumgr assert.

Conditions:
If subnet flow fails to be added because requested vrf is not valid, or subnet bits are incorrect, npumgr will assert.
The flow add parameters should be valid, but if they are not, npumgr should fail the flow add and not assert.
Issue was seen with QA testing.
