Cisco Bug: CSCup07978 - Python PSS: Class PriorityQueue needs to be redefined to work on XR

Description (partial)

The current definition of Class PriorityQueue in the Python oneP SDK requires the following mandatory parameters to create a priority queue:

1) Bandwidth
2) Bandwidth_units
3) Level 
4) Burst
5) Queue_size 
6) Queuesize_units

When configuring on XR520 though, only priority-level needs to be specified and trying to configure action priority queue on an ASR9K with the current API fails with the following error messages:
