Description (partial)

Symptom:
fragmented IP packets are dropped at CPPA_MGR mgmt interface

Conditions:
If any IP packet targeted to cppa_mgr mgmt interface get fragmented by any intermediate router/switch,  cppa_mgr mgmt interface will drop this fragmented packet.
