Description (partial)

Symptom:
A standby HSRP switch can still route frames after passing through standby->active->standby stages.
The Broadcom shell will show the HSRP mac address as belonging to the MyStationCAM table on the standby router

Conditions:
no vPC, SVI with preepmtion configured on both HSRP routers, standby starts with lower priority, make the standby become active, then standby again. Packets will be routed by the standby
