Description (partial)

Symptom:
working LC becomes non-functional when active protect LC crashed, and CMs gone and couldn't recover.

Conditions:
1. LC switch over from Working (e.g. 8/0) to Protect (e.g. 5/1). 
2. Bring up Standby PRE, after entering "STANDBY COLD-CONFIG" or "STANDBY COLD", manually 
"test crash" on Protect card (i.e. 5/1 in Active status).
(3) After Protect (e.g. 5/1) re-boot,  Working (e.g. 8/0) will be Active and Protect (e.g. 5/1) will be Standby. But CMs can't recover.
