Description (partial)

Symptom:
mmListen task goes high (Up to 98%).
dtlArpTask is also high in certain cases .
Mobility flap messages seen in the crash logs.
No members in Mobility group 13 (Four 5508's and rest are 8510's ).

Mobility messaging is Unicast .
