Description (partial)

As explained in the attached Eng-notes, this problem was caused because fragments were received on 2 different ports, which is not officially supported.  Generally, for IP fragmentation, the fragments should be sent on EXACTLY the same port.

A "fix" was made to the microcode such that it improves the handling in the software.  However, the lack of the fix was not the root cause.  The root cause was fragments received on different L2 ports.
