Description (partial)

Symptom:
Phone use 64412 as RTPTx port

Conditions:
1.Provision RTP port range 20480-20496 and apply to phone
2. Setup 8 calls on that phone. No more calls can be setup because no ports are available now
3.However, post the following message to phone, rtpTx stream still open on udp port 64412.
this port is not in port range, so it is weird to use this port send rtpTx stream
