Symptom:
APs may be unable to join a controller.  The msglog shows messages similar to the following:

*spamApTask5: Aug 17 11:33:49.113: #CAPWAP-3-DISC_MAX_DOWNLOAD: capwap_ac_sm.c:1731 Ignoring discovery request from AP bc:16:65:b4:c9:70 - maximum number of downloads (1000) exceeded
*spamApTask5: Aug 17 11:33:49.113: #LOG-3-Q_IND: capwap_ac_sm.c:1731 Ignoring discovery request from AP 00:c8:8b:92:3c:23 - maximum number of downloads (1000) exceeded

(The value within parenthesis may vary, for example "(400)".)

However, at the time that this message is seen, there are no, or few, APs downloading.

Controller running 7.4.121.0 AireOS
