Phone Parameter doesn't work after save and apply config

phone load: sip88xx.10-2-1-16dev
Phone configure page : change "PC Voice VLAN Access" from disable to enable, then save and apply config. the parameter doesn't work.  restart the phone, the problem still be exist. only reset it, the parameter can take affects.

test precedure:
   1. connect to phone's pc port
   2. set "Span to PC" enable, Set "Pc voice vlan access" to enable
   3. capture the packets on PC port
