Description (partial)
Symptom: ++ Phone is being added to CUCM without a DN and Extension Mobility is enabled. ++ User can press the Services/Applications button and access the EM service ++ EM App on the CUCM, responds as usual and required actions on the DB/TFTP are executed. ++ As phone is not registered to CUCM a SIP NOTIFY is not sent to the phone. ++ Phone is being passed the RESTART as part of XML from EM App. ++ Intermittently, phone fails to contact TFTP to download and Load the UDP Conditions: Phone fails to connect the TFTP and download the config from TFTP cache
