Description (partial)

Symptom:
Dejitter Buffer Reset, Decoder CC Error, Decoder DTS Discontinuity, and Decoder Syntax alarms will appear constantly on the D9036 during periods of very low bitrates.  The outgoing video and audio streams will experience problems when these occur.

Conditions:
The problem occurs during re-encoding of incoming VBR Ethernet streams when encoding static video frames with no audio present and with the rate mode set to "Capped VBR", particularly when the stream is configured for 7 TS packets/UDP packet.
