Description (partial)

Symptom:
There is a situation during intra-hnbgw-hand-off (srns relocation) where we see that SGSN is using the same GTPU endpoint for the new session towards tgt-HNB, as present in the existing tunnel towards the src-HNB.
As a result, for the duration of hand-off procedure, HNBGW has 2 tunnels which have 2 different local GTPU endpoints but the same peer endpoint.
This results into the first tunnel getting deleted as a result of duplicate peer detection by gtpumgr.

Conditions:
This issue will be observed during the SRNS based Relocation where the SGSN is filling the same GTPU endpoint in the Relocation Request as present in the Src-HNB side GTPU tunnel.
