Description (partial)

Symptom:
Errors in Sync Agent logs on initial startup

Conditions:
There are errors in the SA logs right after its initial startup (after install) indicating it fails to decrypt the AXL password. The problem seems to be the ccmversion isn't populated in the  epassyncagentcfg table at the time sync agent starts up (I guessing this is exposed  due to SA being a network service now that starts automatically and earlier after boot up than it did when it was a feature service). There doesn't seem to have been any ill affects caused by this (none I've noticed anyway), everything synces down from CUCM as normal, but the SA logs shouldn't be full of errors.                   -->
