Description (partial)

Symptom:
In ECS under Operations and Administration tab, go to Package List and select "Click here" link under package info first time then a separate Mozilla tab/window is displayed but the tab is empty. It doesn't have any packages listed for registered EC. It happens only when you click on the link for the first time. If you close the browser tab and again click on "Click here" link under package info then you can see a browser tab opens up with the packages listed in it. The issue happens frequently when you click on the link for the first time.(In cases like Switch the ECS tabs and go back to Operation and Administration tab and click on the link and also when you log out and log back in).
