Description (partial)

Symptom:
IPv6 only traffic that ingress a 4500X VSS in a VRF is not correctly routed out of the VRF. It gets routed into the global VRF instead.

Conditions:
1. The VRF on the incoming interface doesn't have a route to destination IP.
2. Traffic is IPv6 only.
3. For the destination IP, there is a route in the global routing table.

The issue does not appear under these conditions.
1. The VRF on the incoming interface has a route to destination IP. Even if global routing table has a route, the VRF route takes precedence.
2. The route to reach destination IP is present in a different VRF than the incoming interface's VRF.
