Description (partial)

Symptom:
Packets with IP payload between 1497 to 1500 are dropped on the F3 interface with default MTU of 1500 on ports with Dot1q tag. This behavior can also be seen with a non-default MTU.

Conditions:
Switch running 6.2.6a or later.
Drops seen on F3 module on port with dot1q Tags (input errors/giants).
ISSU was done from 6.2.6 to 6.2.6a or later to 6.2.10.
VDC interface re-allocation can trigger this misprogramming.
