Description (partial)

This is an enhancement request to modify process-switching code and make it consistent with CEF code. Both of them should always make the same forwarding decision and choose the same outgoing interface and next-hop for all traffic types.

Currently process-switching code does per-packet load-balancing which differs from CEF per-session load-balancing. This causes problems for traffic which is punted from CEF to process-switching during processing.
