Cisco Bug: CSCuo92594 - Upgrading TMS defaults to C:\ when before it was installed in E:\

Known Affected Releases
Symptom: Any new install or upgrade to TMS 14.4 fails to set up IIS folders when TMS is installed on any drive except the default C drive if installing to the root. When performing an upgrade to 14.4 the installer removes the existing IIS folders. Conditions: Only seen in Cisco TMS 14.4 if the installation path is on the root - E:\ - E:\TMS will work. However users will have been able to install to the root on 14.3.2 and below.
