Description (partial) 

Symptom:
Performing an ISSU Upgrade or Downgrade on a Nexus 7700 with N77-F324FQ-25 cards will cause all port LEDs to turn off.

Conditions:
-Nexus 7700 running 6.2(8) or 6.2(6)/6.2(6a)
-N77-F324FQ-25
-ISSU/D between version 6.2(8) or 6.2(6)/6.2(6a)
-The port light states are only cosmetic, forwarding is not affected.
