Description (partial)

Symptom:
Performance is degraded when the number of virtual machines protected by a vservice node is increased at scale
-Ping latency is seen to increase

This will also manifest as duplicate packets on the network, as the VEM may duplicate packets based on the number of VMs protected by vservice nodes.

Finally, the vservice device (ie. VSG, etc) may experience high CPU as it will get duplicate packets to process.

Conditions:
The issue may occur with a single vservice node protecting many virtual machines, but normally causes an issue when multiple VMs are protected by vservice nodes.

Only broadcast and multicast packets are duplicated.
