Description (partial)

Symptom:
CMTS will send out Ping to CPE to check CPE IPv4 connectivity while adding IPv6 addresses into HOST DB.
This seems unnecessary, and in heavy traffic, this IPv4 Ping will not get response in time, and CPE IPv4 info will lost.

Conditions:
CPE Dual-stack online, first get IPv4 address, then get IPv6 address.
In heavy traffic case, CPE IPv4 info may lost.
