Description (partial)

Symptom:
[PLAR]phone can't clear old config when apply sip dia rule

Conditions:
phone load: sip88xx.10-2-1-15dev 8851 P2

Configure Phone with PLAR function
Modify SIP Dial Rule, change button parameter from 1 to 2
save and apply config

result: the new button value work well. but the old value(1) still be alive.
use command "show line all", it show 2 plar lines.
after restart phone, it show 1 plar line.
