Description (partial)

Symptom:
Service Dial:<number> not work on service URL

Conditions:
1. Configure phone service with the following parameters on CUCM and enable this service.
    Service Name: Connect Voice Mail
    Service URL: Dial:8000        (8000 is the pilot number to the voice mail server)
    Service Category: XML Service
    Service Type: Standard IP Phone Service

2. On a phone configurations page, subscribe the service added above.
3. Add a new SURL PFK to the phone.
4. Assign the service subscribed in step 2 to the PFK.
5. After the phone restarts, press the SURL PFK.
    A new call is created, and the dialed number is "///@<cucm_ip_address>". This call fails.  (Faulty. On a 8961 phone, when the SURL PFK is pressed, a call to the voice mail server (8000) is placed.)

6. Open Applications window and invoke the service subscribed in step 2.
    A call to the voice mail server (8000) is placed.
