Description (partial)

Symptom:
Link debounce configuration passes to the port channel interface when the physical interfaces suffer a flap ( i.e shut on remote end) 

When the line its configured on the port-channel will cause a ISSU/SSO mcl misconfiguration in case there is standby reload .

Conditions:
This happens under the following conditions: 

-> Physical interfaces need to be configured with   "link debounce time 1000"
-> Port-channel its configured in mode active or on
-> Physical links experience a flap .
