Symptom:
If rtfilter NLRI received by RR has AS number 0, then default filtering enabled to that sender and every vpnv4 prefix is advertised without filtering.

Conditions:
rtfilter NLRI received by RR has AS number 0, e.g.:

BGP table version is 104, local router ID is 10.250.70.0
Status codes: s suppressed, d damped, h history, * valid, > best, i - internal,
              r RIB-failure, S Stale, m multipath, b backup-path, x best-external, f RT-Filter, a additional-path
Origin codes: i - IGP, e - EGP, ? - incomplete
