Description (partial)
Symptom: In CWMS, when manually creating a user, or when importing a user, we require more flexibility on activating the account and sending the welcome email. Currently a manually created account or a bulk CSV imported account is active by default upon creation. This triggers the initial welcome email to be send immediately. However this is not preferred in every environment. This request is to either implement more control on sending the welcome email (like when syncing with AD/CUCM). Or to be able to import/create the users as Inactive, and active them only when required. Conditions: Manually adding users, or importing them via a CSV.
