Description (partial) 

Symptom:
At the moment when a video or audio component is processed on the MFP card and the Max Bitrate descriptor mode is set to Generate, a descriptor is inserted at ES level with the configured ES rate. In the new version, the TS rate of the elementary stream is used where the packetization overhead is taken into account.
It is now also possible to insert this descriptor at program level.

Conditions:
When a video or audio component is processed on the MFP card and the Max Bitrate descriptor mode is set to Generate.
