Description (partial)

Symptom:
EFD not split after link down and they stayed in one efd and no service alarm for efd split has been generated.

Conditions:
Steps to reproduce: :

We have the link: AGG1-6524ME-NY-rec#GigabitEthernet1/28 ----- GG-6500-NY-rec# GigabitEthernet3/9
in up state
And  A & Z sides of the above link are in same efds
Then we're shutting down the link
Then we expected to see that A & Z sides of the above link are in different efds, 
but they stayed in one efd and of course no service alarm for efd split has been generated.

in addition we have empty container in Ethernet Flow Domain
