Description (partial)

Symptom:
Suppose a path for a prefix is using a particular link where BFD is configured
Suppose the link flaps multiple times quickly. Even though there is a repair path (LFA, rLFA, or ti-LFA) protecting this link, the traffic for that prefix does not get rerouted to that repair path within 50msec of the BFD hold down time expiration

Conditions:
The following 4 conditions must occur
- A point to multi-point link where there is a switch in the middle
- A link that where BFD is configured
- One or more prefixes using that link and there is LFA, remote LFA or ti-LFA to protect this link
- Link flaps multiple times very quickly such that BFD dampening is triggered
