Description (partial)

Symptom:
Link is declared up after a long delay even though Laser is up on both ends.
This happens during bootup; when L3VM or any other process which needs ethpm to re-initialize port for applying a configuration comes up before ethpm has completely programmed the port for the first time.

Conditions:
Initial system bootup or vdc reload with configurration
