Description (partial)

Unable to save the Visual Voicemail Service though the parameters are not marked as Required - Asterisks are not being there for the parameters but still the value says it as required.

Repro Steps:
1)	Login CCMAdmin with right user credentials
2)	Navigate to Device -> Device Settings -> Phone Services and add Visual Voicemail as one of its services
3)    Add the Service Parameter information and do not add any default value to the parameters and save the changes and update the subscriptions.
4)	Login Self-Care with right credentials
5)	Navigate to Phone Settings -> Service -> Add new service and select Visual Voicemail from the drop down
6)	Give the Display name for Visual Voicemail and save the changes.
7)	Unable to save the Service without specifying the Parameter values.
