Conditions:
1. Inter MME TAU. Configure dns peer-mme under mme-service. Configure Lattice for 2nd MME. 
Make DNS return IP address 192.168.20.2 for peer-mme which is same as the static sgw ip address configured in box.
2. MME sends Context req to 192.168.20.2. Do not send response. MME keeps retrying Context Req. SCTP goes down. 
3. The same UE tries to attach again.
