Description (partial)

Symptom:
NodeID policy can be replicated from old appliance which is decommisioned when it joins cluster.

Conditions:
1. Cluster size 3
2. NodeId policy for leaf2 is pushed on iapic1 and is replicated to apic2 and apic3.
3. Cluster is shrunk to 1. But apic2 and apic 3 remain connected to the fabric.
4. leaf2 is decommissioned on apic1 and is marked as erased at time T1
5. leaf2 restarts and issues dhcp req
6. apic1 doesn't respond since policy in re to leaf2 is erased
7. apic2 responds and issues address
8. apic2 marks leaf2 in time T2>T1
9. cluster is enlarged to 2
10 apic2 has leaf2 marked in T2 > T1 on apic1
11. leaf2 marked as present and active from apic2 to apic1
