Description (partial)

Symptom:
Issue in provisioning eCM:eDVA device in IPv6 BASIC.1 flow mode

Conditions:
In Prime Cable Provisioning 5.1.0.2, it is discovered that when a user tries to provision eCM:eDVA device in IPv6  BASIC.1 flow mode, provisioning fails with the following error:
[com.cisco.provisioning.cpe.extensions.ExtensionException: java.lang.IllegalArgumentException: PacketCableMtaGeneration: MTA does not support commanded prov flow mode: BASIC.1]. Batch failed.].

The issue is caused because in IPv6, for  option 17, sub-option 35, Prime Cable Provisioning 5.1.0.2 was unable to decode the TLVs when type code 0x05 is not present in the hex string.
