Description (partial) 

Symptom:
Using Bulk Rediscovery for multi context firewall, security contexts are discovered but the policies on the security context are not.

Conditions:
1) When we discover policy for a newly added multi context firewall (via CSV file or as a pre-provisioned device) .
2) Using Bulk Rediscovery feature for multi context firewall.
