Description (partial)

Symptom
On a bundle interface with egress QoS configured if we add a new member from the 
same LC the qos programming goes bad.Wrong queue ids are programmed and this 
results in traffic drops and protocol flaps( ex. BGP)

Conditions
This issue can be seen in the following scenarios:
-	Bundle with one member and qos configured. Add a new member (Emerald)
-	Bundle with qos configured. Add a member (Coral)

Workaround</B?
Removing the qos policy and adding it back after all the members are added to bundle interface.
