Description (partial)

Symptom:
The end-user cannot use the password which was previously configured

Conditions:
1. BAT import is done to add the end-users
2. the effect user should have already been added on CUCM, it is also part of the import end-user list
3. 'overwrite existing configuration' is disabled when the end-users are imported
