Description (partial)

Symptom:
PTF goes for crash when Unconfiguring Scale CFM.

Conditions:
1. Configure 13 P2MP EVC service between 2 M6 nodes.
2. Configure 104 CFM Down MEP with levels 0-7 on UL card  (13 service X 8 = 104 CFM).
3. check CFM
4. Unconfigure CFM.
5. PTF goes for crash while unconfigure
